A man was sentenced in U.S. District Court in connection with bank fraud at the Housing Authority of South Bend.

Douglas Donley, 42, of South Bend was found guilty of one count of conspiracy to commit bank fraud and wire fraud and one count of bank fraud. Documents in the case say the from 2015 to 2019, a number of employees at the Housing Authority of South Bend conspired with each other and with outside contractors to defraud the Housing Authority.

The fraud scheme involved the issuance of payment checks to four outside contractors for contracting work that did not actually happen. Contractors would deposit the checks, withdraw some of the money in cash and hand-deliver the cash back to co-conspirators at the housing authority’s main office.

Donley is one of the four outside contractors who participated and that a total of 29 fraudulent checks had been issued to Donley with none corresponding to legitimate work.

The total value of the checks was nearly $311,00.

Donley faces 27 months in prison and two years of supervised release and was ordered to pay over $303,000 in restitution.
