Man arrested for disorderly conduct at Bloomington apartment complex

Police arrested 43-year-old Donald Shaffer on Sunday for disorderly conduct at an apartment complex in Bloomington.
Police say they were called to the Kinser Flats apartment complex on several reports of a man yelling around 3:30 a.m. This was the second time that officers were called to the complex in a 24-hour span. They had been there earlier on report of a man being belligerent.
Both calls were regarding Shaffer. On their second visit police claim they heard him yelling at someone inside of an apartment. Cops would place Shaffer in hand cuffs immediately after he opened the door as he’d already received a warning on their previous visit.
Shaffer would resist police while being detained. After being placed in a cop car he would begin hitting his head and kicking at the windows. Officers would try to move him to a more secure vehicle and during that attempt, Shaffer would kick one of the officers in their groin.
He would eventually be taken to the Monroe County Jail where he faces a felony charge of battering a public safety official and two misdemeanor charges of resisting arrest and disorderly conduct.
