Elkhart Redevelopment Commission approves two development projects

At Tuesday’s meeting, the Elkhart Redevelopment Commission approved two significant development proposals, marking a key step forward in the city’s revitalization efforts. These projects, aligning with the vision of ASPIRE Elkhart, aim to enhance the River District and rejuvenate the 1000 block of S. Main St.
River District Zones 2 & 3:
Developer weImpact presented their plans for the Delta project, set to transform River District Zones 2 & 3. The proposal includes:
*12,000 square feet of commercial space,
*120 multi-family housing units,
*10 townhomes.
These developments are designed to foster a dense, walkable, and diverse community, in keeping with the River District’s evolving character.
1000 Block of S. Main St.:
Garrison Frazier unveiled their vision for the recently vacated 1000 block of S. Main St., themed “Honor the Past and Inspire the Future.” Their mixed-use project will feature:
*10,300 square feet of commercial space,
*81 apartment units,
*4,850 square feet for residential amenities.
A highlight of this proposal is the creation of “Love Plaza,” which will incorporate the historic Kelby Love mural and provide a community gathering space at the corner of Prairie & Main.
The Commission voted unanimously to accept these proposals and has directed staff to proceed with formalizing development agreements with both developers. These projects promise to bring new vibrancy and economic growth to Elkhart, reinforcing its commitment to a dynamic future.

What is a redevelopment commission? Is this commission elected? Where does it get its authority? Who is on the commission?
